I'm having trouble trying to update templates.
For example every time I go to Control Panel > System Actions > EMAIL_INCIDENT_LOGGED_CONTACT
I then make some changes and save it. Reload the template and reverts back to the original.
Which version of SiT are you using?
If you go to SiT! | Control Panel | Templates and edit from there, does it work?

Thanks that worked.
What confused me was that I was editing template via this route
Control Panel > System Actions > clicking on EMAIL_INCIDENT_LOGGED_CONTACT under "Incident Created"
For some reason this doesn't save the template changes.
So as you advised changing the template this way does.
Control Panel > Templates > clicking on EMAIL_INCIDENT_LOGGED_CONTACT
